Joe works closely with the chief executive officer on managing lobbying and advocacy activities at the federal and state levels. His expertise is in advising county governments and municipalities on navigating federal and state legislative matters, identifying grants and community funding projects, and supporting efforts to negotiate administrative and regulatory matters.
He works closely with the firm’s healthcare, education, non-profit and foundation, and the land use and development practices on matters that involve engaging statewide audiences, elected officials, members of Congress, and the executive branch. Joe also works closely with the firm’s business development team to support marketing, messaging, and the firm’s efforts in securing clients and partners in new practice areas and markets. He assists the firm in analyzing mergers and acquisitions, which is a key component of the firm’s business development efforts.
Joe has over 15 years of experience in government relations, lobbying, and business consulting services at the federal, state, and local levels. He joined G.S. Proctor & Associates in 2005 to lead the development of the state lobbying practice. During his tenure as a state lobbyist, he developed expertise in building bipartisan relationships that benefitted G.S. Proctor clients on legislative, agency, and regulatory matters.
Additionally, he developed relationships with key decision-makers, which included many of Maryland’s industry leaders in energy, transportation, healthcare, government, education, land use and zoning, and philanthropy.
His success in advocacy at the state level and the skills developed working with the executive and legislative branches of government led to his promotion to the federal office, which is based in Washington, D.C.
In 2012, he was charged with developing relationships with members of the Maryland Congressional Delegation for existing clients, building out new business lines for the firm, and talent acquisition to manage the firm’s growing federal practice. The policy areas that he identified for growth opportunities included representing clients on transportation and infrastructure through the contracting and financing model known as Public-Private Partnerships (P3) and project consulting.
Joe took a brief hiatus from G.S. Proctor from 2017 to 2020 to work closely with cybersecurity and information technology specialists to design and execute business development strategies with nation-states in support of U.S. interests in North America, South America, The European Union and on behalf of NATO interests in the Middle East. This included significant time interfacing with U.S. Defense and State Department contractors, as well as the international diplomatic community.
Jeanette Tejeda de Gomez brings over a decade of experience with government and public relations in Washington, D.C., Arizona and Texas. Throughout her career, Jeanette has placed sound and solid research at the center of everything she does. At G.S. Proctor & Associates, her role focuses on creating scalable, research-based stakeholder engagement strategies at the local, state and federal levels.
Prior to joining G.S. Proctor & Associates, Jeanette served for more than eight years as the Senior Public Relations Specialist with AAA Mid-Atlantic in the Washington, D.C. metro area and Maryland. During that time, she advocated for the safety and mobility of members and travelers of all modes through public relations and legislative efforts. She worked closely with G.S. Proctor & Associates on AAA’s legislative efforts in the region and saw firsthand and was extremely impressed with how the company assists clients in achieving their goals.
Before relocating to the East Coast, she served as the Director of Communications and a Policy Advisor for the Arizona Senate Democratic Caucus.
Jeanette hails from San Antonio, Texas. She holds a Bachelor of Arts in Mass Communication and Spanish from Texas State University and a Master of Arts in International Relations from St. Mary’s University in San Antonio. She has also completed coursework toward a Ph.D. in Political Science from the University of Arizona. Jeanette is a Fulbright-Hays Scholar and is part of the 2003 Class of the Texas Senator Gregory Luna Legislative Scholars and Fellows Program.
Jeanette takes great pride in serving as the Vice-President of the Washington, D.C. Alumni Chapter of St. Mary’s University, an organization that helps area alumni and interns create a sense of community despite being so far from home.
Robert Glidewell has almost 20 years of experience in government relations and joined the G.S. Proctor team in 2017, assisting our clients in both Maryland and the District of Columbia. Prior to joining the G.S. Proctor team, Robert worked for a large utility provider in the Washington, DC, region.
His areas of professional expertise are regulated utilities; competitive energy suppliers; nuclear, natural gas, solar and wind generation. Robert’s experience covers not just state legislative matters, but also regulatory agencies at both the state and federal levels. Robert has been responsible for the successful passage of numerous energy-related laws during his professional career.
For clients desiring strategic assistance with mergers and acquisitions, Robert has insight and experience regarding federal, state and local governmental and regulatory approvals, and can offer clients an experienced partner to assure appropriate approvals are won. He also handles client needs involving land use, planning and zoning, developer representation and transportation are also fielded.
Robert serves on the board of directors of the Pelican Harbor Seabird Station, Miami’s largest native wildlife rehabilitation center. He enjoys flying airplanes and also owns an aircraft business that has been in operation for over 15 years, based in West Palm Beach, Florida. He attended the University of Arkansas, as well as Everglades University, and holds a bachelor’s degree in Business Management.
