The mission of G.S. Proctor & Associates, Inc. is to provide our Federal, State, County, and Municipal clients with the most effective and administrative lobbying representation and advocacy services as determined by their representative interests and endeavors.

We provide these services to our clients with integrity, professionalism, and continuous courteous service, while affording them the opportunity to access decision-makers as a result of our winning corporate strategies. Through our successful and cohesive teamwork, we achieve our clients’ goals utilizing the highest standards of excellence and ethical representation.

Background

Our History

G.S. Proctor & Associates, Inc. is a lobbying and consulting firm based in Maryland with offices in Annapolis, Upper Marlboro, La Plata, and Washington, DC. Starting the company in 1995, Steve Proctor began with one employee, three clients, and a single office location. Now, 15 years later, G.S. Proctor & Associates runs four offices throughout Maryland and the District of Columbia and serves over 100 clients.

G.S. Proctor & Associates, Inc. provides legislative and administrative lobbying representation to a broad spectrum of clients, ranging from institutions of higher learning and non-profit organizations to local and regional businesses, and finally to governments on the federal, state, and local levels. Through partnerships with our clients, G.S. Proctor & Associates, Inc. has become the largest minority-owned and operated firm in Maryland. Consistently ranked among the top 10 lobbyists in the state, the firm represents excellence not only in the minority business community but in the business community at large.

Representation

G.S. Proctor & Associates, Inc. has played a large role in the Prince George’s County community for years and oftentimes represents clients pro bono, as another way to give back to the community. G.S. Proctor & Associates has been the lobbying representation for the Maryland Black Mayors Association for three years and coordinates between municipal and state officials on their behalf. G.S. Proctor also works diligently with the Ministerial Alliance, Mission of Love, Collective Banking Group, Coalition of Maryland Ministerial Alliances (COMMA), and United Communities Against Poverty (UCAP).

G.S. Proctor & Associates, Inc. remains proud of our strong ties to the community and works diligently on behalf of local community organizations and associations. Over the past 15 years, G.S. Proctor & Associates, Inc. has remained strongly committed to the community, reaching out to thousands of residents throughout Maryland. Mr. Proctor and the entire company work with community leaders and activists to give back to area organizations.

One of Steve and Dianne Proctor’s greatest community accomplishments is the creation of The Proctor Foundation, an organization that provides financial assistance and guidance to students’ continuing education. The Proctor Foundation partnered with the College of Southern Maryland (CSM) to establish the “Promise Program,” an initiative that fully sponsors college education at CSM for a group of current sixth-graders at Gail Bailey Elementary School. The Promise Program provides not only an incentive but the needed financial support for students who may otherwise not have the opportunity to attend college.

Each year, G.S. Proctor & Associates, Inc. gives back to local organizations through sponsorship of events, donations, and contributing time on their behalf. G.S. Proctor & Associates, Inc. also partners with the Charles County Government and purchased a sky suite at Regency Furniture Stadium in Waldorf. G.S. Proctor donates the skybox seats back to the community to various non-profit organizations, so local children can attend Southern Maryland Blue Crabs games throughout the summer.
