Steve Proctor founded G.S. Proctor & Associates in 1995 with one employee, three clients and a single office location. Now, all these years later, G.S. Proctor & Associates runs four offices throughout Maryland and D.C., serving more than 100 clients.
Through our partnerships with our clients and relationships at every level of government and civic organizations, we have become the largest minority-owned and operated firm in Maryland, consistently ranked among the Top 10 lobbyists in the state.

Representation
Serving our community has always been a large part of our mission and it’s integral to who we are as a team of dedicated, civic-minded professionals. Often, that means representing clients pro bono, as another way to give back to the community.
G.S. Proctor & Associates has represented the Maryland Black Mayors Association and coordinates between municipal and state officials on their behalf. We also work diligently with the Ministerial Alliance, Mission of Love, Collective Banking Group, Coalition of Maryland Ministerial Alliances (COMMA), and United Communities Against Poverty (UCAP).

At G.S. Proctor & Associates, we are immensely proud of our strong ties to the communities where we live and work. Over the years we’ve formed strong bonds with countless local community organizations, and we work closely with local leaders and activists to help provide services and resources that benefit these communities.
One of Steve and Dianne Proctor’s greatest accomplishments is the creation of The Proctor Foundation, an organization focused on providing financial assistance and guidance to help promising young students continue their education. The Proctor Foundation has partnered with the College of Southern Maryland to establish the “Promise Program,” an initiative that fully sponsored college education at CSM for a group of sixth-graders at Gail Bailey Elementary School. The program provides not only an incentive but also the needed financial support for students who may not otherwise have had the opportunity to attend college.
Each year, G.S. Proctor & Associates, Inc. gives back to local organizations through sponsorship of events, donations, and contributing time on their behalf. G.S. Proctor & Associates, Inc. also partners with the Charles County Government and purchased a sky suite at Regency Furniture Stadium in Waldorf. G.S. Proctor donates the skybox seats back to the community to various non-profit organizations, so local children can attend Southern Maryland Blue Crabs games throughout the summer.
