Sherrie S. Sims
Senior State Associate
Sherrie S. Sims brings more than two decades of political, non-profit and public relations experience to G.S. Proctor & Associates, Inc. She began her political career with Baltimore City’s Office of State Relations as a Staff Assistant. She then served as Executive Director to the Legislative Black Caucus of Maryland and the Maryland Black Caucus Foundation with duties that included progressive levels of fundraising, public-private partnerships and legislative policy initiatives.
The firm’s full-service ability allows Sherrie to engage with a wide array of issues affecting municipal government in areas including, but not limited to, economic development, projects and legislative initiatives. She also works closely with public officials to defend municipal governments against federal and state enforcement actions. In several cases, Sherrie has represented municipal clients on requests for proposals and promoted public-private partnerships initiatives. Sherrie has been instrumental in working on major pharmacy legislation and regulations, along with transportation laws having a direct impact on local and national motorists.
At G.S. Proctor, Sherrie has continued to develop her relationship-building skills. She is the firm’s leading lobbyist on funding issues, with a record of success in securing several millions of dollars in grant funding and appropriations through a variety of vehicles. Sherrie has also been successful in the discovery and pursuit of governmental acquisition contracts.
Sherrie holds a B.S. in Political Science from Coppin State University and studied Public Administration at the University of Baltimore. She is an avid volunteer for numerous non-profit organizations, served as Secretary for the Waterbury Heights Civic Association and is a member of the National Coalition of 100 Black Women, Inc., Anne Arundel County Chapter.
