Gregory “Steve” Proctor, Jr. is the President and CEO of G.S. Proctor & Associates, Inc., one of the most highly respected government and private sector advocacy organizations in Maryland, with offices located in Upper Marlboro and Annapolis. Since its founding in 1995, Steve and his associates have provided legislative and administrative lobbying representation to a broad spectrum of clients; including institutions of higher learning, non-profit organizations, local and multinational businesses, and local and international governmental bodies on the county, state and federal levels. For the last 10 years, G.S. Proctor has been consistently ranked among the Top Ten lobbying firms in the State of Maryland.

After matriculating from Towson University, he received his B.A. in Political Science from his alma mater, George Washington University. Always the entrepreneur, he owns and operates several ventures. Always with a spirit of philanthropy, he is an extremely active member of the community, holding multiple terms and meaningful relationships with seats on boards for several organizations including Junior Achievement, The College of Southern Maryland, The Foundation School, The United Way of the National Capital Area, Bowie State University Board of Visitors, and Prince George’s Community College. He also regularly supports many organizations with their community initiatives and scholarship events through direct service and financial donations.

Steve is also a family man. He and his wife, Dianne, reside in Upper Marlboro, MD where they raised their four adult sons: Aaron, Brian, Trey, and Troy. When Steve is not helping others, he serves on several leadership positions on professional boards as well, including serving on the Executive Board at Greater Washington Board of Trade. He is also the Vice-Chair of the Board of Directors at Old Line Bank and the immediately former Chair of The Greater Prince George’s Business Roundtable.

Gregory “Trey” Proctor III

Gregory “Trey” Proctor III is the Vice President of G.S. Proctor & Associates, Inc. Trey has been with G.S. Proctor since June 2014. In those five years, he has emerged as a real asset in local, state and federal lobbying areas; particularly as it relates to areas of Energy, Utilities, Transportation and Infrastructure, Healthcare, Zoning and Permitting, and the many other client interests of G.S. Proctor. Trey can quickly grasp new concepts and has strong problem solving and communication skills; making for a thoughtful and efficient leadership character.

 

Trey graduated from Elon University in 2008 with a B.S. in Business Administration with a Marketing concentration and dual minors in Economics and International Studies. He immediately began his career as a Credit Analyst at Old Line Bank. Before being promoted to an Assistant Vice President position, Trey assisted the credit department in analyzing potential clients and loans and assisting with the real property valuations process. Trey also helped manage all of the accounts receivable lines and letters of credit customers for the Bank.

Trey has a strong commitment to community involvement and, in addition to contributing countless hours to community service efforts with Kappa Alpha Psi Fraternity, Inc., Heart of America, and the Alice Ferguson Foundation, serves on the Board of Directors for the College of Southern Maryland Foundation, Historic Sotterley, and Leadership Prince George’s. He often says that “no two things can be more important than exposure to new things and perspective”. In this mantra, Trey is a regular at elementary and middle school career days helping the next generation to start thinking about financial literacy and their future, and how to place their personal and professional well-being in the context of their families and communities.

Trey is a consummate family man. He lives in Accokeek with his wife, Charlita, and their two daughters, Zauriel and Simile.

Sherrie S. Sims

Sherrie S. Sims 

Associate

Sherrie S. Sims brings 19 years of political, non-profit, and public relations experience to G.S. Proctor & Associates, Inc. She began her political career with Baltimore City’s Office of State Relations as a Staff Assistant. She then served as Executive Director to the Legislative Black Caucus of Maryland and the Maryland Black Caucus Foundation with duties that included progressive levels of fundraising, public-private partnerships, and legislative policy initiatives.

The firm’s full-service ability allows Sherrie to provide a wide array of issues affecting municipal government in areas including, but not limited to, economic development, projects, and legislative initiatives while working closely with public officials to defend municipal governments against federal and state enforcement actions. In several cases, Sherrie has represented municipal clients on requests for proposals and promoted public-private partnerships initiatives. Sherrie has also been instrumental in working on major pharmacy legislation and regulations, along with transportation laws having a direct impact on local and national motorists.

At G.S. Proctor, Sherrie has continued to develop her relationship-building skills. She is the firm’s leading lobbyist on funding issues, with a record of success in securing several millions of dollars in grant funding and appropriations through a variety of vehicles. Sherrie has also been successful in the discovery and pursuit of governmental acquisition contracts.

Sherrie holds a Bachelor of Science degree (Political Science) from Coppin State University and attended the University of Baltimore (Public Administration Studies). She is an avid volunteer for numerous non-profit organizations, served as Secretary for the Waterbury Heights Civic Association and is a member of the National Coalition of 100 Black Women, Inc., Anne Arundel County Chapter.
